After allegations of police brutality, Delaware officer Thomas Webster was put on unpaid leave in 2013, pending an investigation. After a grand jury failed to indict him, he was allowed to continue to work as a police officer – that is, until a new state Attorney General reopened the old case. The dash-cam video was also released.
